How do you do that?
in photoshop duplicate the image so there are two more layers, add varying brush strokes (those sparkle ones are under "Assorted Brushes") and then choose "Save for Web." Click the animation box. Adjust delay time if you want (on early versions of Photoshop it can't be adjusted) and a save as GIF.
